Municipalities Investing in Career Guidance For Youth Employment

The municipalities are set to provide career guidance to the grade IX and X students, studying in the schools those municipalities to enable them to make an informed decision while choosing their career.

In this context, the municipalities have signed tripartite MoUs with the schools implementing the program and ENSSURE project which is providing technical assistance. Several municipalities including Bardibas, Sunaul and Duhabi have already signed the tripartite agreement.

Bhim Bahadur Thapa Chhetri, the Mayor of Sunaul Municipality Nawalparasi District decided to implement the Career Guidance Programme in all 10 schools of his Municipality from the fund allocated under the somewhat vague budget head ‘counselling to students, parents and teachers’. This decision will benefit 940 students of grade IX this year.

The Municipality signed the tripartite MoUs with ENSSURE Project and the schools on 24 November 2019 which will enable ENSSURE to facilitate the programme. The milestone was possible after Mayor Chhetri and his Education Unit chief got convinced that career guidance to youths of such age group was very crucial to ensure youth employment and thereby, reducing unemployment and poverty in their Municipality.

Sunaul Municipality is funding the expenses to be incurred in the schools whereas ENSSURE will fund teachers’ training & learning kits. While signing MOU, Mayor Chhetri pledged to continue the programme by allocating budget for this activity every year and make it a regular activity of the Municipality.

The Municipality is linking this programme with its another programme of providing mid-day meal in these schools, so the Municipality needs to pay only around NPR 350,000 for this programme.

The ENSSURE representatives met with Mayor Chettri and other officials several times including in the process of selecting technical schools to run dual VET-Apprenticeship programme to shed light on the importance of career guidance to young people.

Professional Light Vehicle Service Mechanic Training for 40 and Automobile Engineering in Apprenticeship for 36 youths are being conducted by Mahakavi Devkota School at this Municipality.
